Youth Auditors: student participation as the core of educational management in Peru

Vargas P.S.H. · Revista Espanola de la Transparencia (2025) · DOI: 10.51915/ret.374

Resumen

The Office of the Comptroller General of Peru, in collaboration with the Ministry of Education, implemented the "Youth Auditors" Program, an innovative citizen participation mechanism that involves secondary school students from educational institutions. Guided and supported by teachers and parents, these students conduct school monitoring activities to evaluate educational services and their environments. The program aims to contribute to the improvement of educational services and promote a culture of participation and integrity based on ethical values from an early age. This research seeks to analyze the importance of the "Youth Auditors" Program in Peru's educational management and serve as a reference for other Latin American countries. A qualitative approach was employed, primarily based on the analysis of executive management reports issued by the Office of the Comptroller General between 2017 and 2023. The findings reveal that the program fosters citizen participation and enhances educational management.
