Resumen
In the present context, urban planning is concerned with designing and organizing the growth of cities, being essential to shape equitable urban environments, capable of adapting and preventing the needs of its inhabitants. Based on the above, the article analyzes how the regulations and laws in force in Peru have affected urban planning. This is a qualitative research, with a documentary review. Among the main results, the implementation of various regulations stands out, which, based on the Political Constitution of the Nation, aim to promote territorial planning, the organization of localities and sustainable development. Emphasis is placed on the search for the decentralization of administrative processes, as a mechanism to promote the progress of cities, municipalities and localities. However, the lack of equity, corruption and bureaucracy have limited the scope of the laws, creating adverse conditions in relation to urban planning. It is concluded that, to achieve a genuine transformation of urban planning, digital governance, citizen participation and democratic decision-making are required, so as to promote the well-being of communities and sustainable development. © (2025), (Universidad del Zulia).
