Towards the digital transformation of Peruvian public infrastructure: a framework of critical success factors for the adoption of BIM, machine learning and Digital Twins

Montoya Villanueva F.R.; Sanchez-Carigga C.; Delgado-Quispe E.; Soto-Pérez G. · International Journal of Construction Management (2026) · DOI: 10.1080/15623599.2026.2664477

Resumen

The management of public investment projects in Peru faces significant challenges, including project suspensions, cost overruns and contractual disputes. These issues are compounded by the slow adoption of advanced digital technologies. This literature review identifies and analyses the potential barriers to the implementation of emerging technologies such as Building Information Modelling (BIM), Machine Learning and Digital Twins, structuring them through Critical Success Factors (CSF). In this context, the study aims to identify and preliminarily validate, through an analysis of scientific literature, the Peruvian regulatory framework, including Law No. 32069, Law No. 31814, Plan BIM Perú and the National BIM Guide. This is undertaken by considering 20 CSF grouped into three dimensions: (1) overcoming the digital gap; (2) mitigating resistance to organizational change; and (3) technical and legal aspects inherent to the tools. The initial findings indicate that the most critical barriers are not exclusively technological, but instead relate to cultural, regulatory and capability-related factors. The integration of these tools with standardized contractual frameworks such as IPD, NEC4 and FIDIC is proposed as an indicator for improving transparency, predictability and competitiveness within the Peruvian construction sector. The study concludes with an outlook focused on the validation of these CSF through expert judgement and on the subsequent development of a staged model aimed at achieving the digital transformation of the public sector.
