The role of public-private partnerships in local development

Quevedo-Gonzales H.N.; Aguado Lingan A.M.; Franco Medina J.L.; Mattos Marreros J.M. · Revista Venezolana de Gerencia (2025) · DOI: 10.52080/rvgluz.30.especial13.5

Resumen

This study addressed the impact of public-private partnerships (PPPs) on local development and quality of life in the Piura region of Peru, a context where these initiatives are seen as a key tool to improve infrastructure and public services. The aim of the work was to explore the perception of local actors on the impact of PPPs on improving quality of life, with a quantitative and exploratory approach. To do so, a survey was applied to 150 local actors, including public officials, entrepreneurs and community leaders, in order to identify the critical factors that determine the success of PPPs in Piura. The results showed that transparency, active participation of local actors and political and economic stability were perceived as the main factors for the success of PPPs. 62.5% of respondents perceived a positive impact of PPPs on improving basic services, although opinions vary according to educational level, age and type of occupation. In addition, challenges related to lack of trust in the processes and exclusion of some communities were identified. The findings suggest that to maximize the benefits of PPPs, it is necessary to improve transparency, strengthen citizen participation, and create a more stable regulatory framework. The study also opens up lines for future research on the sustainability of PPPs and their replicability in other regions of the country.
