Resumen
This paper analyzes the regulation of blockchain in Peru and its impact on the issuance and creation of securities. It aims to understand how this technology can transform the Peruvian financial sector by increasing efficiency, security, and transparency. Additionally, it addresses the necessary frameworks for fair blockchain regulation, considering international and comparative experiences that can benefit Peruvian law. The study examines how blockchain can benefit most Peruvians in a context of informality and lack of access to the financial system, with particular attention to the most disadvantaged sectors. The research finds that despite significant challenges, collaboration between technology developers, regulators, and market participants is essential to unlock the full potential of blockchain and ensure its sustainable integration into the financial sector.
