The problem of paralyzed public works in Peru

Jara A.V.; Ambiente M.; Sostenible D. · Proceedings of the LACCEI international Multi-conference for Engineering, Education and Technology (2023)

Resumen

In recent years in Peru, the importance of achieving an extension and quality infrastructure has been highlighted, as a requirement to achieve adequate economic competitiveness. For this, efforts have been made to close the existing infrastructure gap, corresponding to an important role for this an end to public investment, however it is cause for concern that a significant proportion of public works have been facing notable difficulties in their management and development, leading, in many cases, to the stoppage of works in progress, In evaluations carried out in December 2022, it has been found that the number of public works paralyzed at the national level reached 1,879, implying an updated investment of 21,595 million soles, which indicates that an important part of public projects are facing this serious problem, with significant investment resources detained. The problem of stoppage of works has been occurring at the 3 levels of government (National, Regional and Local), with the highest number of works stopped in local governments, and 63% of the works corresponding to the Transport and Communications, Housing, Construction and Sanitation and Health sectors. In the present work, the main causes of such work stoppages are briefly analyzed, having found that, in a good part of the cases, this worrying situation would be improved simply by improving the requirements regarding management capacity, integrity and ethics, to the public official. involved in the various activities for the development of public projects. A more rigorous and correct application of current regulations is also required at all stages. Likewise, given the significant number of public works paralyzed for reasons that occur in the execution stage of the works, it would be convenient to study in depth the causes of such paralyzes, in order to propose the necessary corrective measures that allow minimizing the causes that lead to breach of contract, discrepancies, controversies and arbitration, and abandonment of work. Finally, it is proposed to consider the application of a flexible and temporary project organization that establishes Project Managers fully responsible for their proper development, but with the hierarchy and attributions necessary for the fulfillment of the order received.
