The objectives of Peruvian foreign policy in Ecuador during the War of the Pacific (1879-1884). Neutrality, transport of arms and territorial delimitation

Abanto Chani J. · Revista de Historia (Chile) (2025) · DOI: 10.29393/rh32-23opab10023

Resumen

The objective of this research is to reconstruct the guidelines of Peru's foreign policy in Ecuador during the Pacific War, through its diplomatic missions in Quito and the challenges they faced during the government of Ignacio Veintemilla (1876-1883). The Peruvian legations had to evade Ecuadorian neutrality to use it in their favor, contain diplomatic claims due to territorial disputes and forced conscription of Ecuadorians into the Peruvian army; in addition to counteracting the attacks of the Conservative Party and the publicity of Chilean diplomacy. The execution and effectiveness of all these activities was mainly influenced by the internal political situation of Ecuador; as well as the budget limitations of the Peruvian legation and the military results in the war.
