Resumen
This paper examines the instrumentalization of the Peruvian Parliament's Ethics Commission during the 2021—2024 period, analyzing how its decisions have been influenced by power dynamics and political negotiations. Using a sequential mixed-methods approach, the research finds that various institutional factors and informal processes of negotiation and pressure enabled the formation of ad hoc coalitions that have prioritized shared interests of mutual protection and the strengthening parliamentary power vis-à-vis other branches of government.
