Medina Sotelo C.G.; Garro-Aburto L.L.; Aguirre-Landa J.P.; Jara Aguirre C.J. · Revista Venezolana de Gerencia (2023) · DOI: 10.52080/rvgluz.28.102.7

Resumen

The objective of the research was to analyze the decentralization process in Metropolitan Lima and the revision of the special regime attributed to this city. The methodological approach was carried out through a qualitative approach with a phenomenological design, for which four experts from subnational governments, civil society and academia were interviewed. The results show that decentralization in the city of Lima is unfinished, paralyzed and misunderstood by the current authorities. The findings show that only 26.48% of the functions have been transferred and there are serious weaknesses in the conception of its special regime, which leads to the need for a profound decentralization reform, with adequate levels of political decisions, mobilization and citizen participation and regulatory frameworks. It is concluded that the delay of the decentralization process in the metropolis of Lima is evident, which indicates that there is an urgent need to address the deficiencies and limitations of a megacity, which needs deep decentralization reforms, an adequate level of political decision-making, deep mobilization and citizen participation through an adequate regulatory framework that distinguishes it from other places where the government resides citizens of the respective country.
