The Crisis-Opportunity and Entrepreneurship narratives of international cooperation and their incidence in the conception and construction of the Pacific Alliance

Guerra-Barón A. · Canadian Journal of Latin American and Caribbean Studies (2023) · DOI: 10.1080/08263663.2023.2186598

Resumen

In this paper, I inquire about the role of narratives in international relations from a productive conception of power. I extract the narratives built by global international organizations and their articulation by regional cooperation entities. Methodologically, I recur to critical discourse analysis to disclose the narratives and their connections as a network. Empirically, I analyze the key drivers’ elements (systemic and regional) that significantly influenced the Pacific Alliance’s creation, privileging the weight of practices over structure and institutional arrangements–without ignoring its existence. The narrative Crisis-Opportunity is built by international forums and organizations. Regionally, the Interamerican Development Bank adapts that story, adds content, and structures an Entrepreneurial narrative of its own. This process − systemic narratives, regional spreading, and national identification of such stories − is the outcome of a constant inquiry made by local agents and forward identification with the narratives, practices, and derived strategies adjusted to the representation of the development model they aim to achieve.
