Resumen
This article examines the territorial configuration of agrarian associativity in Lambayeque within the context of agro-export expansion and recent transformations in Peruvian agricultural policy. From a qualitative interpretative perspective, the study analyzes the interaction between the regulatory framework, institutional governance, and local organizational dynamics in order to understand how public policies aimed at strengthening associativity are materialized in the territory. The findings reveal an incipient stage of associative development, characterized by fragile organizational structures, predominantly informal social capital, and discontinuous technical support processes. A significant gap is identified between normative design and territorial implementation, reflected in limited binding participation, institutional fragmentation, and insufficient contextual adaptation of public instruments. The study provides situated evidence that problematizes the relationship between the State and rural organizations, showing that associative strengthening depends not only on internal capacities but also on coherent and sustained institutional conditions.
