Resumen
The purpose of this study is to assess planning systems from the perspective of General Systems Theory (GST) and its interdisciplinary application to strategic approaches in institutional planning. A quantitative and qualitative methodology is employed, conducting a cluster analysis on a set of variables representing different dimensions of systems. The results are supported by the validity of the competence coefficient for the development of a logical and sequential framework, based on a review of specialized literature. This review is organized into subcategories using a variable dendograma, establishing relationships between different concepts of systems theory. The feasibility of designing and implementing systems is emphasized, both in natural and artificial environments. The analysis concludes that, in the context of public organizations, planning is inevitably influenced by its strategic and operational environment.
