SPATIAL GOVERNANCE AND PLANNING IN PERU: Social and political regulation in Huancayo, beyond the state-market dichotomy

Javier S.L.; García Cristóbal A. · Spatial Governance and Planning in Latin America: A Comparative Account (2025) · DOI: 10.4324/9781003389309-11

Resumen

The literature on planning systems and spatial governance has highlighted the role of public authority in steering spatial development, particularly in terms of how rights to use and transform space are allocated within the interplay between the State and the Market, and the degree of specificity found in binding and non-binding plans. However, in the Global South – and specifically in Peru – significant barriers persist, linked to institutional capacities such as inter-institutional fragmentation, technical shortcomings and the misalignment of responsibilities. Additionally, there is limited recognition of the various actors involved in the production of urban space. Against this backdrop, this exploratory chapter aims to analyse and describe the relationship between political regulation and social regulation in urban planning, focusing on the formulation and implementation of the Metropolitan Development Plan 2017–2037.
