Resumen
The purpose of this research is to analyze the perception of rural development from the point of view of the actors “irrigators and farmers”, as well as, the intervention of the State through its technicians trained for specific tasks and their forms of participation, in the districts of Taraco and Pusi-Huancané. The experience of the people is critically exposed to offer a different vision of rural development based on the Andean cosmovision in a network of multiple relationships and/or social interactions. The methodological procedure used is phenomenology (conception of experience as an interpretative fact). It has become evident that the perception of the actors involved highlights that the problem of rural development in the Peruvian highlands lies mainly in the unilateral conception (ethnocentric) with which the different agrarian policies referring to the provision of rural infrastructure, from the development agencies or from the State itself, have been implemented and are being implemented.
