Resumen
This document explores the link between smart cities and public policies mediated by disruptive technologies for inclusivity, equity, the environment, and sustainability. A hermeneutic-evaluative approach to the literature was used, drawing on selected publications from scientific databases and university repositories. It proposes that a truly smart city is conceptualized through its comprehensive techno-human approach, where innovation in disruptive technologies is linked to collective social service, participation, and the wellbeing of its people. Furthermore, it argues that digital innovation should be an instrument of inclusion and social justice, designed to close gaps and guarantee public services and accessible care for all. Finally, it highlights the role of big data and emerging technologies in building environmentally resilient and healthy urban environments.
