Smart Cities and Digital Transformation: A Strategic Necessity for Sustainable Urban Development

Zulueta Cueva C.E.; Coloma Castillo E.E.; La Rosa Boggio D.O.; Torres Samillan R.A. · Proceedings of the LACCEI international Multi-conference for Engineering, Education and Technology (2025) · DOI: 10.18687/leird2025.1.1.498

Resumen

This literature review aimed to analyze the most relevant scientific contributions on the implementation of smart cities and digital transformation processes as strategic elements for sustainable urban development. The research gains relevance in light of rapid urban growth, environmental challenges, and the need to improve the efficiency of public services. A qualitative, descriptive, and analytical methodology was applied, following the PRISMA protocol to ensure rigor in the selection and analysis of sources. Twelve scientific articles published between 2019 and 2024 in the SciELO database were reviewed, under thematic, methodological, and scientific quality inclusion criteria. The findings reveal a growing trend toward the use of information technologies, open data, artificial intelligence, and digital governance in urban environments. However, gaps were identified in contextual application, the absence of inclusive regulatory frameworks, and limitations in the empirical evaluation of results. It is concluded that smart cities must be conceived as integral processes that combine technological innovation, environmental sustainability, digital equity, and citizen participation, aimed at collective well-being and the right to the city. © LEIRD 2025.All rights reserved.
