Resumen
In order to know and analyze the actions applied by the Peruvian government from the health emergency caused by covid 19, it was proposed to review and analyze the guidelines, as well as the strategies decreed in the education sector that were reflected in resolutions and supreme decrees, guaranteeing the continuity of the service. On the other hand, assess the perception and experience of the actors in their field of action, who implemented a series of strategies to safeguard the right to a free and quality education, as well as the return to face-to-face, which meant a readaptation process. of the entire educational community. For this purpose, a documentary analysis and in-depth interview were carried out, considering a hermeneutic design based on the experiences lived by teachers, managers, parents and basic education students. As final results of the investigation, we reflected on the differences and opportunities of the students in relation to the gaps in technology, resources, media and digital tools that evidenced social exclusion when detecting sectors of the population that were not served and the shocks they had. to face the return to face-to-face. We conclude that the digital gaps in Peru are large, but in turn, they became a different opportunity for self-learning, transforming weaknesses into opportunities for improvement.
