Resumen
Introduction: Within the scientific interest is analyzing the environmental complexity imposed by the relationship between water resources and ecosystems. Methodology: Theoretical contributions and evidence are systematized to identify environmental and socioeconomic relationships. From this, a proposal for comprehensive management of water resources is prepared. Results: It is found that the basins configure territories that determine the living conditions of the Piuran population and require comprehensive management. Discussion: Vicious circles of impoverishment are found due to inadequate access and use of ecosystem services; as well as the absence of assessments with the perspective of protecting the natural water resource. Conclusions: The inadequate use of ecosystem services provided by regional basins causes degradation, deterioration and water stress, affecting living conditions. Not all ecosystems are transformed into natural capital, which is why greater state presence and water management aligned with the SDGs are required.
