Proposal for Reducing the Level of Service in High-Traffic Urban Intersections Through a Continuous Flow Intersection (CFI) Design

Arana Chávez C.; Mamani Huaman M.; Castro Aragón F. · Smart Innovation, Systems and Technologies (2026) · DOI: 10.1007/978-3-032-24262-4_36

Resumen

Urban traffic congestion at signalized intersections remains a critical challenge for mobility and sustainability, primarily due to geometric and operational conflicts, such as at-grade left-turn movements and phase interference, that reduce the efficiency of conventional designs. Traditional intersection layouts are often unable to adapt to increasing traffic volumes, leading to higher delays, fuel consumption, and greenhouse gas emissions. This study evaluates the implementation of a Continuous Flow Intersection (CFI), which integrates Displaced Left-Turn (DLT) movements as part of its configuration, as an alternative design to enhance operational performance along a major urban corridor characterized by high traffic density and complex signalization. A microsimulation model was developed in VISSIM to compare two scenarios: the current intersection layout and the redesigned CFI-based configuration. Key Performance Indicators (KPI) including average control delay and level of service, were used to quantify performance improvements. Simulation results indicate that the CFI significantly improves intersection efficiency, achieving an 81.82% reduction in average control delay and a 51.59% decrease in degree of saturation during peak hours compared to the existing configuration. These improvements result from the advance redirection of left-turn movements, which eliminates major conflict points and optimizes signal coordination. Beyond its operational benefits, the CFI promotes more sustainable urban mobility by reducing vehicle idling time, consequently lowering fuel consumption and greenhouse gas emissions. © The Author(s), under exclusive license to Springer Nature Switzerland AG 2026.
