PERUVIAN DEMOCRACY IN THE FACE OF LGBTIQ+ COMMUNITY: AN ANALYSIS OF EPISTEMIC MARGINALIZATION AND POLITICAL EXCLUSION IN THE PLEBISCITE AND DELIBERATIVE PROCESS EXAMINED IN LIGHT OF DEVELOPMENTS IN BOTH CLASSICAL AND CONTEMPORARY HISTORY

Landeo Álvarez R.A.; Villarreal J.F. · Analisis Politico (2025) · DOI: 10.15446/anpol.v38n111.125138

Resumen

This paper addresses the political and epistemic marginalisation faced by the LGBTIQ+ community in Peru in light of the historical experience, both classical and contemporary, regarding such rights enforcement. In this sense, the article aims to demonstrate that this exclusion can be explained, currently, in terms of the social and political structure of such a society, characterised by heteronormativity, conservatism and machismo. The methodology of this article consisted of a review of the specialised literature, based on a historical and qualitative approach. This paper will assert that the conservative character of Peruvian society perpetuates stigmas and prejudices that severely hampered the political participation of this group. Specifically, this article will examine the restrictions and conditions that such a community normally face within the Peruvian democracy, conditions which, as the externalisation of a profound epistemic injustice, would ultimately affect the principles of plurality and inclusion that an epistemically constructivist system should guarantee, especially to those voices contesting the hegemonic systems of representation of reality.
