Resumen
The history of education in Peru has been conditioned by tensions over power, a reality that dates back centuries, from the pre-Hispanic period to the present. In view of the above, this paper aimed to explore the dynamics that have characterized access to education in the country and how these have been conditioned by social, cultural, economic and political scenarios. For its design, a qualitative methodology of documentary exploration was used. Among the main findings, it was found that, despite legislative advances and policies used to promote inclusion, inequalities continue to be significant, especially in rural and traditionally vulnerable populations, since the elites have used education as a tool for control and power. It was concluded that only through social struggles can educational justice and equity be achieved, avoiding the distortion of power, as a path to an inclusive future. For this reason, it is necessary to adopt an inclusive and equitable approach to education, with the capacity to strengthen teacher training, establish strategic alliances, improve the curriculum, promote community participation and encourage the use of technology.
