Participatory governance. Strategies for citizen inclusion in public management

Valenzuela Muñoz A.; Ruiz Huaraz C.B.; Aragon Rosadio R.J.; Villanueva Cadenas D.I. · Revista Venezolana de Gerencia (2024) · DOI: 10.52080/rvgluz.29.e12.42

Resumen

Participatory governance is a key approach to strengthening citizen inclusion in public management, particularly in contexts such as Peru, characterized by social inequalities and institutional gaps. This article addresses the strategies implemented in Peru, identifying their impact on citizen participation and exploring their effectiveness in promoting transparency and government co-responsibility. The study responds to the need to critically evaluate these strategies in the face of the challenges of political fragmentation and digital inequality. The objective of the work was to analyze the strategies and practices of participatory governance in the Peruvian context, highlighting their impacts on citizen inclusion. A quantitative approach was adopted, through a documentary analysis and surveys directed at key actors in local governments and community representatives. The data collected were processed with descriptive statistical techniques and correlation analysis. The results indicate progress in the formalization of participatory mechanisms, such as participatory budgets, but also reveal significant limitations due to the lack of technological access and citizen training. The most successful experiences are concentrated in localities where there is greater inter-institutional coordination and active participation of local actors. The conclusions highlight the need to prioritize investments in digital infrastructure and strengthen citizen training. Likewise, it is suggested to integrate innovative technological tools and promote collaboration with non-traditional sectors to improve the sustainability of participatory processes. This study contributes to the field of governance by offering a contextualized analysis and proposing future lines of research to consolidate a more inclusive public management.
