Open government and digital transformation as drivers of change management in the regional public service of Peru

Enrique Chunga Montero C. · Proceedings of the LACCEI international Multi-conference for Engineering, Education and Technology (2026) · DOI: 10.18687/laccei2026.1.1.837

Resumen

The article examines how Open Government (OG) and Digital Transformation (DT) relate to Change Management (CM) in Peru's regional public service, stressing that the core challenge is not only regulatory compliance, but turning openness and digitalization into measurable organizational improvements. A quantitative, non-experimental, cross-sectional design was used, applying PLS-SEM to latent constructs measured through a Likert-scale survey. A total of 171 complete questionnaires were collected (0% missing data), and an attention check yielded an analytic sample of 142 (83.0%) for inference. Measurement quality was high (strong α/ω; robust CR and AVE), while HTMT indicated close relatedness among constructs. Results are consistent: OG and DT are strongly associated with CM (ρ≈0.93-0.95) and both effects remain significant in the models; DT shows greater relative weight (β=0.65 vs. β=0.33) and high explanatory power (R2(CM)=0.92). Overall, the evidence supports prioritizing DT capabilities especially interoperability and data governance/use without neglecting the institutional anchoring provided by OG.
