Resumen
Metropolitan urban management plays a vital role in a city's evolution, as attested by the capital of Peru, Lima. However, Lima's urban planning has not been integrated with the urban economy, generating informality, inequality, and social friction that impair the city's capacity to lead to growth and prosperity. This chapter discusses the relationship between the evolution of urban development management in the metropolis and its impact on informal land occupation and construction. To do so, it analyses, on the one hand, urban occupation and construction processes over time and, on the other, the way in which this management is distributed among different provincial governments. The objective is to illustrate how fragmented metropolitan management creates the conditions for informal growth in the city.
