Management model to improve the estimation of the delivery time of the concession areas based on the analysis of the risk factors of expropriation in projects of the Lima and Callao Subway Line

Puente L.; Vargas J.; Farje J. · 2021 7th Congreso Internacional de Innovacion y Tendencias en Ingenieria, CONIITI 2021 - Conference Proceedings (2021) · DOI: 10.1109/coniiti53815.2021.9619683

Resumen

In the transportation sector, Peru has been experiencing growth that seeks to reduce the infrastructure gap that currently amounts to approximately USD 21MM, due to this, specifically in the transportation sector in recent years there have been 16 concession contracts in the Coast region, of which most of these have presented delays in the execution of said concessions due to problems related to the acquisition/expropriation of lands [1]. To find out what these problems are, interviews were carried out with those involved in road infrastructure projects in Peru, specifically the project Line 2 of the Lima Subway, which is currently under execution, identifying the most recurrent problems in property management. In this sense, this research focuses on estimating a time of acquisition and delivery of lands based on the identification and analysis of external factors that affect said process in road infrastructure projects in Peru, with the objective of proposing a model of management focused on improving the estimation time in the project Line 2 of the Lima and Callao Subway by developing a set of steps that allow to present a time indicator, which is compared and analyzed with the original time established in the contract of said project. The results obtained from the application of the proposal in the project Line 2 of the Lima Subway indicated that the developed model manages to calculate an optimal period of time that allows reducing or preventing conflicts that arose due to not having delivered the lands to the concessionaire in the originally agreed date.
