Limitations in the budget process on the technical file in Public Works of Alto Piura-Peru

Resumen

Latin American social crises are determined by the inability of governments to meet the needs of the population; a situation that is confirmed when considering the capital invested in public works and the services that the communities have. Distances that show problems in the administration of capital destined for social investment; evidencing corruption as a problem inherent to the State. In consideration, administrative models capable of achieving the execution of plans are advocated. Therefore, this research has the purpose of analyzing the limitations in the budget process on the technical file in public works in Upper Peru, being a bibliographic study, of a diachronic, hermeneutical type, which identifies the limitations inherent to execution failures to recommend relevant actions. Thus, emphasis is placed on strengthening the capacity for state control by having efficient comptrollers; concomitantly, check the continuation of each of the phases, goals and objectives; also, write precise action plans; tenders adjusted to the standard are added.
