Resumen
According to article 26 of the Universal Declaration of Human Rights of 1948, it is established that”We all have the right to education”, today it is of vital importance that developing countries like Mexico promote the formation of human capital focused on the development of science and creation of space technology and its applications on earth and space to achieve the Sustainable Development Goals of the 2030 Agenda.Space sciences also contribute to improving the formulation and application of educational action policies and programs in Mexican States. In recent decades, Mexico has actively participated in various international treaties and principles regarding outer space. Sustainable economic development will increasingly depend on the ability of governments to implement policies focused on removing barriers to continuous learning and entering the labor market. Therefore, it is proposed to reform through the authority of the General Coordination of Upper Secondary and Higher Education, Science and Technology of the State of Oaxaca and the Head of the State Executive Power; Article 39 of the Constitution, which corresponds to Section VIII of Upper Secondary Education, will add a new optional section that will consider space sciences as an optional subject, or as prior training for the professional education level, encouraging young people to enroll in STEM careers, increasing technological and scientific human capital in the state and also promoting research in space sciences with terrestrial applications. This solution based on said law reform will focus its efforts on promoting the space sector in Oaxaca and Mexico, as well as on the sustainable development goals. It will also aim to significantly reduce the gender gap in the STEM sector, increase human capital and technological development in the entity; and likewise mitigate the scientific and technological lag that currently exists, considering that Oaxaca is in third place nationally in Mexico in illiteracy. This reform will be aligned with Article 30 Bis which establishes that Scientific, technological and innovation education will have the purpose of promoting at all educational levels plans, projects, methodologies and technological tools in charge of the State, in order to develop the skills of children and adolescents in this matter. (Decree number 1645) of the Law of education for the free and sovereign state of Oaxaca. Copyright
