Reyes Lujan W.D. · Clio. Revista de Historia, Ciencias Humanas y Pensamiento Critico. (2025) · DOI: 10.5281/zenodo.15072796

Resumen

The link between human rights and security is a complex issue, which includes civil liberties and the proper functioning of society. By virtue of the above, the purpose of this paper was to examine the relationship between human rights and the right to citizen security in Loreto, Peru, considering the intersection with security strategies to safeguard the integrity of people in this region. For this purpose, a qualitative methodology of documentary exploration was used. The results showed that, despite government initiatives, anomalies persist, such as corruption and the exclusion of indigenous communities, which undermines the proper functioning of these rights. It was concluded that, in order to move towards exemplary citizen security, it is crucial to adopt comprehensive strategies that prioritize human rights, considering community participation, the strengthening of democracy and the creation of safe environments, free of violence and insecurity.
