Bayona-Oré S.; Oncoy E. · RISTI - Revista Iberica de Sistemas e Tecnologias de Informacao (2023)
Resumen
Interoperability is the ability of organizations to effectively exchange and use information to develop strategies and achieve their objectives using information and communication technologies (ICTs). However, there are barriers that make interoperability of communication and information systems in e-government impossible. This article presents the main barriers to e-government interoperability, which are classified as organizational, semantic and technical. Funding limitations, inadequate security, semantic heterogeneity of data and heterogeneity of technological platforms are barriers to interoperability. An understanding of these barriers will make it possible to establish strategies for the implementation of e-services.
