Resumen
The physical place where groups of people settle can directly influence their quality of life, which shows the importance of the physical conditions of the place for the development of daily life. This article aims to design an instrument for measuring the Urban Quality of Life Index, establishing the Urban Marginal Neighborhoods in Peru as the study area. The design is based on studies carried out in realities such as Chile, Mexico and Peru, specifically in the Marginal Urban Neighborhoods. The research is descriptive, not experimental with a quantitative approach. The instrument proposed as a result, provides an overview and will provide an exact figure of the urban quality of life index, based on indicators belonging to three dimensions. It is aimed at three main entities: Government entities, citizen watchdog organizations and neighborhood leaders. For the feasibility of the instrument, two modules were established according to the information collection method, one basic and the other complete. It is concluded that with the application of this instrument it could be possible to have a vision that helps to achieve a better territorial organization in terms of the Marginal Urban Neighborhoods immersed in the urban explosion, in the process of a sustainable urban development.
