Resumen
Institutional autonomy strengthens technical decision-making against political interference, although gaps persist between formal status and effective independence. This study aims to analyze institutional governance and organizational autonomy in public entities through a systematic literature review and an international comparative analysis, in order to identify the structural factors that condition sustainable autonomy and to assess the positioning of the SUNEDU model in the Peruvian context. The study adopted an interpretive paradigm with a qualitative approach, a systematic review based on PRISMA 2020 guidelines, and documentary analysis. The search conducted in Scopus, SciELO, and Web of Science resulted in the selection of 64 articles (2000– 2025). The results show that the sustainability of autonomy requires clearly delimited competencies, stable funding, and strategic accountability. It is concluded that SUNEDU represents a referential model of technical neutrality; however, its financial dependence reduces its operational capacity in contexts of constant political volatility.
