Innovating Public Management: Strategies for Gender Equity

Enciso Huillca E.R.; Gómez Méndez J.; Prado Palomino J.A.; Tenorio Alanya F.M. · Revista Venezolana de Gerencia (2025) · DOI: 10.52080/rvgluz.30.110.25

Resumen

Gender equity is a critical challenge in public management, especially in contexts such as Cusco, Peru, where structural and cultural inequalities persist that limit the equal participation of women in leadership roles. This study, with a quantitative approach and cross-sectional design, aimed to examine perceptions and attitudes towards gender equity in public management in Cusco, proposing innovation-based strategies to strengthen it. Through a structured survey applied to 250 participants, attitudes towards female participation in leadership positions were analyzed, highlighting that 75% of respondents expressed positive agreement on the need to promote gender equity. However, barriers related to the implementation of policies and the perception of equal opportunities were identified. The proposed strategies include training and awareness programs, gender assessment systems, and the use of technology to improve transparency and access to opportunities. These proposals, designed considering the sociocultural context of Cusco, highlight their viability and applicability, as well as their potential to be replicated in other regions with similar characteristics. The study highlights the importance of adopting comprehensive and inclusive approaches to address gender gaps in public management. It also highlights the need to strengthen institutional capacities and establish continuous evaluation mechanisms to ensure the sustainability of the strategies implemented.
