Resumen

The author analyzes the Peruvian Constitutional Court’s ruling on the unconstitutionality of the law eliminating the CAS regime, discussing its content and omissions. In this regard, the judgement is compared with international regulations and doctrinal perspectives related to economic, social, cultural, and environmental rights to demonstrate that Peru fails to comply with its international commitments regarding public employment. Finally, he offers his opinion on the ruling.
