Implementation of the TOPSIS Method for the Evaluation and Prioritization of Risks in Construction Projects: A Focus on Workplace Safety

Resumen

The construction industry faces the constant challenge of effectively managing occupational risks associated with high-exposure operational activities, such as tarring. This research implemented the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) methodology to prioritize critical risks using a quantitative multi-criteria approach, based on the weighting of key factors in occupational safety and health. The analysis determined that the risk with the highest criticality corresponded to H5 (lack of knowledge of work procedures), obtaining an index of 0.72231, which reflects its high impact on the safety of workers and the operational continuity of the project. In contrast, the lowest rated risk was H13 (exposure to high temperatures), with an index of 0.22004, indicating a reduced incidence in the overall assessment. The application of the model made it possible to establish an objective hierarchy of risks, facilitating the targeting of control and mitigation strategies. Unlike traditional methodologies focused on the frequency and severity of events, this research incorporated criteria such as the Degree of Existing Control, the Impact on Workers, the Level of Exposure of Workers, the Cost of Implementation of Preventive Measures, the Probability of Occurrence and Impact on the Continuity of the Project. These factors allow a more comprehensive evaluation of the effects of each risk, not only on worker safety, but also on the operational and economic stability of the project. The inclusion of these criteria broadens the perspective of analysis and strengthens strategic decision making, optimizing the allocation of resources for effective risk reduction. © Conference Proceedings of the 13th International Symposium on Project Management, ISPM 2025.
