Human talent management strategies in public entities: a systematic review

Gabriela C.D.I. · Clio. Revista de Historia, Ciencias Humanas y Pensamiento Critico. (2026) · DOI: 10.5281/zenodo.16499524

Resumen

This study presents a systematic review of human talent management strategies in public entities, aiming to identify key challenges, effectiveness criteria, and the role of technology in their implementation. The PRISMA approach was applied to select 31 scientific articles published between 2010 and 2024, retrieved from databases such as Scopus, Web of Science, and SciELO. The findings reveal that bureaucratic rigidity, weak meritocracy, and institutional resistance are common barriers. Effectiveness indicators included staff retention, organizational commitment, and performance evaluation. Technology especially HR Analytics and digital platforms emerges as a facilitator of more agile and objective processes. It is concluded that strategic talent management can strengthen the efficiency and quality of public services.
