Vértiz-Osores J.J.; Palumbo Pinto G.B.; Valiente Campos M.G.; Aguado Lingan A.M. · Revista Venezolana de Gerencia (2026) · DOI: 10.52080/rvgluz.31.115.4

Resumen

This study aims to analyze the perceptions of Peruvian public servants regarding human resource management (HRM) practices in their institutions. A quantitative, non-experimental, cross-sectional design was used, based on non-probability convenience sampling of 245 public servants from various central and local government entities in Lima. The instrument used was a 32-item Likert-type questionnaire, validated by expert judgment and with adequate reliability (Cronbach’s alpha = 0.91), which assessed four key dimensions: recruitment and selection, training and development, performance evaluation, and work climate. The results revealed that the overall perception of HRM practices is moderately positive (mean = 3.42 on a scale of 1 to 5). The highest-rated dimension was training and development (mean = 3.68), with a particular emphasis on perceived improvements in continuing education programs. In contrast, performance evaluation received the lowest score (mean = 3.09), indicating dissatisfaction with meritocracy criteria and job recognition. Significant differences (p < .05) were also found according to hierarchical level, with middle managers expressing the greatest dissatisfaction with the evaluation and promotion processes. In conclusion, human resource management practices in the Peruvian public sector are perceived heterogeneously, with progress in training and development, but with structural weaknesses in merit-based evaluation and promotion systems. The results emphasize the need to strengthen results-based management mechanisms and promote an organizational culture focused on performance and transparency as the foundation for a more efficient and equitable public administration.
