Resumen
During recent decades, Peru has experienced persistent governance problems associated with institutional crises, administrative corruption, weak public management systems, and limited citizen trust in state institutions. In this context, this study analyzes the relationship between governance and administrative management in a municipality in northern Peru, incorporating a sociohistorical perspective aimed at understanding how contemporary institutional transformations have shaped structural deficits in local public administration. The study adopted a quantitative approach, with a basic and non-experimental correlational design. The sample consisted of 79 users from a municipality in northern Peru, selected through probabilistic sampling for finite populations. Data were collected through expert-validated questionnaires and processed using descriptive and inferential statistics through Spearman’s Rho coefficient. The results reveal a positive moderate and significant relationship between governance and administrative management (p = 0.896), as well as citizen perceptions of partial compliance in dimensions related to governmental management, service regulation, planning, and institutional organization. From a historical perspective, the findings show that current limitations in municipal management are associated with processes of institutional fragility, bureaucratization, and discontinuity of public policies observed in contemporary Peru. It is concluded that governance deficits constitute a determining factor in the weakness of local administrative management, affecting institutional efficiency and the quality of public services.
