Resumen
This article analyses the governance of science, technology and innovation in Peru and Colombia from the perspective of the recognition of the right to science and its implementation in public policy. Through a documentary analysis, five dimensions are examined: regulatory coherence, financing, inter-institutional governance, territorial and sectoral equity, and accountability. The findings show that, despite advances in legal frameworks and programs, both countries continue to have structural weaknesses, low investment, and limited coordination between actors. A comparison with international experiences highlights the need to strengthen institutions, decentralize capacities and ensure stable funding. It concludes that the right to science will only be consolidated if states make effective commitments to governance, investment, and social participation, and makes recommendations aimed at improving the sustainability, equity and impact of innovation policies.
