Resumen
The coronavirus pandemic discovered in the city of Wuhan in 2019 has developed exponentially with impact on health systems, the economy, employment and education. The various governmental responses have all had a common overarching goal of defeating the coronavirus, to return to the previous state of normalcy. Therefore, from a universal logic of survival of the human species, it is necessary to understand the problem of the coronavirus in a broader context, since we live in a risk society that requires addressing the new universal challenges in a global, but especially in a national key. From the reform of the foundations of the current state and its constitutional and international law, which in this work is outlined from a global perspective, the author's objective is to present the Peruvian state's governmental response to the coronavirus, particularly through digital governance, and finally to set out some ideas on the need for constitutional reform for the incorporation of a state of health emergency.
