Global algorithmic governance: policy implications for digital sovereignty

Olivera Espinoza J.; Chumpen Elera A.C.; Godiño Poma F.C.; Ramos Toledo M.C. · Clio. Revista de Historia, Ciencias Humanas y Pensamiento Critico. (2026) · DOI: 10.5281/zenodo.17282085

Resumen

The interconnections between algorithmic governance, data security and digital sovereignty are undeniable, but so are the tensions arising from the alleged neutrality of algorithms and the possible inequalities arising from these relationships. For this reason, the purpose of the research was to analyze the tensions arising between algorithmic governance and its misrepresentations, which result in surveillance capitalism, a way of violating the privacy of individuals and citizen security. For this purpose, a qualitative methodological and documentary review approach was adopted. Among the main findings, it was highlighted that, despite the neutral perception of algorithms, they can be conditioned by biases and political-business interests in the background, which undermine the digital sovereignty of the nations of the Global South. Likewise, the lack of global regulatory frameworks was observed as aggravating factors of this problem. It was concluded that there is a need to engage in an inclusive dialogue with different social actors, promoting algorithmic governance based on transparency, accountability and equity, thus contributing to the ethical regulation of the same.
