From Fragmentation to Integration: Enhancing Knowledge Management in a Public R&D Institution

Tineo-Mendoza G.M.; Hernández-Cenzano C.G. · C3 2025 - IEEE Colombian Caribbean Conference (2025) · DOI: 10.1109/c366505.2025.11340385

Resumen

Effective knowledge management (KM) is essential for ensuring continuity, operational efficiency, and innovation within public research and development (R&D) institutions. Despite their strategic role in knowledge production, many such organizations continue to rely on fragmented, informal, and individualized practices that hinder organizational learning and compromise institutional performance. This study examines the current state of KM in a Peruvian public R&D institution through a qualitative analysis of semi-structured interviews with key personnel, supported by a theoretical framework based on established KM models. The results reveal critical deficiencies, including the lack of standardized processes, limited technological infrastructure, and weak cultural incentives for knowledge sharing. These shortcomings are categorized into interdependent technological, structural, and cultural barriers that constrain the institution's KM maturity. In response, the study proposes a strategic framework for transitioning toward a hybrid KM model that integrates formal processes, digital tools, and distributed leadership. Recommended actions include targeted training in technical documentation, deployment of collaborative platforms, and the institutionalization of roles and protocols to support a culture of shared knowledge. The study also outlines a phased roadmap to guide implementation and proposes measurable indicators for monitoring progress. While the scope is limited to a single institution, the findings highlight challenges common to public R&D organizations and offer practical insights for strengthening institutional learning and enhancing their capacity for innovation.
