Resumen
The article critically analyzes the transformation of educational management in a Local Educational Management Unit (UGEL) in the Amazonas region of Peru, moving from traditional bureaucratic structures toward processes of institutional modernization oriented toward the quality of public service. The research was conducted as a socio-institutional study with quantitative empirical support, based on the administration of a questionnaire to 82 educational stakeholders. The results revealed persistent tensions between formal planning and effective organizational practice, as well as weaknesses in leadership, internal coordination, and user-centered service. Based on these findings, a critical interpretation of institutional management was developed as a situated social and historical phenomenon, shaped by territorial inequalities and structural limitations characteristic of the Amazonian context. As a contribution, the study proposes a model for institutional strengthening aimed at organizational modernization and the improvement of public legitimacy.
