Flood Resilience Model as a Strategy in Disaster Risk Management. Case of Arequipa (Perú); [Modelo de resiliência a inundações como estratégia para a gestão de riscos de desastres. Caso Arequipa (Peru)]

Zeballos Velarde C.; Chui Choque E.C.; del Pilar Ramos Flores N. · Territorios (2025) · DOI: 10.12804/revistas.urosario.edu.co/territorios/a.12321

Resumen

Accelerated urban expansion and increased population density are factors that increase urban vulnerability to disaster risk, further aggravated by socioeconomic inequalities, poverty, and deficient infrastructure. In response to this problem, resilience has taken on greater relevance in recent years as a proactive strategy in conventional risk management. Therefore, this study proposes a diagnostic tool based on the multicriteria analysis UFResi-M, generating a Categorized Resilience Index (CRI). This index is structured through the weighted overlay of variables, creating a resilience map by block in GIS, using the city of Arequipa as a case study. Finally, areas or clusters with low resilience are depicted on a heat map, which facilitates interpretation and can be a useful tool for disaster risk management.
