Evaluation of the Peruvian National Network, a model for use in the health sector

Sotelo-Lopez C.; Vilchez-Sandoval J.; Utrilla-Salazar D. · Proceedings of the 2022 IEEE 29th International Conference on Electronics, Electrical Engineering and Computing, INTERCON 2022 (2022) · DOI: 10.1109/intercon55795.2022.9870054

Resumen

The Peruvian government has a National Fiber Backbone Network that has been operating for 5 years, network that connects Lima, the capital of Peru, with 180 provincial capitals, which only uses less than 5% of its operating capacity. On the other hand, health entities currently use very low connectivity capacity with an average of 21.2 Mbps, which is insufficient to provide efficient and quality health care. Likewise, the Peruvian government pays an average of 20 dollars per Mbps for the connectivity of its health entities in the provinces. The authors propose to overcome this critical situation by making use of the Dorsal Network based on Executive Directorial Resolution No. 245-2021-MTC/24, which establishes zero cost for State communications in the Backbone Network. In addition, corporate purchases should be made throughout the health sector. If the measures recommended by the authors are implemented, the price of the Internet for the State would pay, in the best-case scenario, only 8.75% of the current price. This would allow the Peruvian State in the health sector to have greater connectivity equivalent to that of developed countries.
