Resumen
Educational management in Peruvian institutions, as is typical in the theory and practice of public policy, suffers from inertia in the face of social change. One of these resistances stems from the understanding, applicability, and implementability of Big Data in research processes in Higher Education (HE), as well as its administration. To measure this phenomenon, the categories of Giandomenico Majone and Archon Fung regarding the limited relevance of collective decisions in contexts of scarce information are used. Based on this, and for purely instrumental purposes, the concept of empty consensus is formulated. With this categorical analysis in mind, a survey is administered at a private university in Lima, where a Big Data-based system has been implemented, among 40 administrative faculty members using a Likert-type attitudinal questionnaire. The results showed mostly positive perceptions, with educational governance registering the highest consensus (81.23% agreement or total agreement), particularly regarding information efficiency (45.60% total agreement). Educational management and its educational quality dimension showed lower initial acceptance (68.75% each), but achieved unanimous acceptance (100%) after implementation. It is concluded that teacher training is necessary to transform information into pedagogical actions, and that implementation should prioritize administrative modules.
