Efficiency of the Public Procurement Cycle: A Quantitative Analysis of Supply Processes

Muñoz Lara G.; Armando Heredia Benavides R.; Alonso Lizarzaburu Aguinaga D. · Proceedings of the LACCEI international Multi-conference for Engineering, Education and Technology (2026) · DOI: 10.18687/laccei2026.1.1.1100

Resumen

This study characterizes the efficiency of the public procurement cycle in Peru through quantitative indicators drawn from two official administrative sources: 67 public service tenders registered in the Electronic Government Procurement System (SEACE) during May-December 2025, and budget execution records for fiscal year 2023 from the Ministry of Economy and Finance Transparency Portal. Efficiency was operationalized across three dimensions: temporal, operational, and financial. Descriptive statistics, the Herfindahl-Hirschman Index (HHI) for institutional concentration, and a Temporal Efficiency Index (TEI) for cross-sector comparison were applied. Results reveal a mean contract duration of 358 days (CV = 68.6%), moderate market concentration (HHI = 2,368), pronounced seasonality with 52.2% of publications in the third quarter, and an accrued budget execution rate of 89.21%, with losses concentrated in the certification (5.68%) and commitment (3.07%) stages. Sectoral analysis identified significant heterogeneity: Local Government recorded short cycles (TEI = 0.380), whereas Energy exceeded the overall mean (TEI = 1.188). The study provides an empirical baseline for assessing public supply system performance in an emerging Latin American economy, aligned with Sustainable Development Goals 12 and 16.
