Resumen
The objective of the study was to develop and validate a rubric for measuring written communication skills in order to genera-te a new way of constructing, understanding and analyzing text, fundamental skills for communication in university students at the Universidad Nacional José María Arguedas in Peru. The study was developed under a quantitative, descriptive, non-experimental longitudinal design, with the participation of two groups of three specialists each, through the implementation of the Delphi method, which included three parts: preparatory, consultation and consensus. The results found indicate that groups 1 and 2 elaborated 39 competencies and 7 aspects to be evaluated comprising the dimensions: text comprehen-sion, text structure, content and personal proposal, grammatical rules and norms, spelling errors, text formats and academic probity, and then validated 10 for each group, specifying some resources and activities. In part 3, ten competencies and the seven aspects to be evaluated in the students were validated. It is concluded that the rubric of written communication competencies detected weaknesses in writing, being a contribution that will help, to the extent of its application, to improve the writing of argumentative texts in university students.
