Resumen
This study designs a revenue neutral residential time of use tariff with peak and off peak prices to enable electrification in Peru. A case based methodology is applied to BT5B customers. The BT5B baseline is compiled and decomposed into regulated activity blocks, and the redesign is limited to the generation energy price block while other components remain unchanged. A revenue neutrality constraint weighted by the peak energy share and a peak to off peak ratio are used to derive closed form charges, parameterized with a selected weighting factor and an off peak anchor price. Results show that the BT5B flat charge of 70.43 ctm S/kWh provides no time signal, whereas the proposed tariff yields about 28.12 ctm S/kWh off peak and 205.93 ctm S/kWh peak, achieving a 7.33 ratio that strengthens incentives for load shifting and electrification.
