Resumen
The research sought to determine the relevance of public policies to generate processes of democratization of communication in Ecuador, from the enactment of a law, identify theoretical approaches, articles and related public policies. The analysis was carried out through a literature and documentary review having as a source the products of scientific knowledge and information from the web pages of official institutions. In Ecuador, public communication policies were specific regarding the control of the operation of the communication media, the regulation of diverse and inclusive content, as well as the regulation of the radioelectric spectrum through awarding competition. There were changes in the production process and social circulation of the informative content. Finally, it did not produce significant changes essentially due to the lack of appropriation of this right by its citizens. It is urgent to understand communication, not from the media, but as a right of everyone.
