Resumen
This research aims to analyze the municipal management and interpret the conception of development in the District Municipality of Cayma. The methodology consists of fieldwork, using semi-structured interviews with ten municipal managers of Cayma, through open-ended questions, taking the head of office or manager in charge for each selected area; who will remain anonymous for ethical and possible political, labor, and personal implications. In addition, a survey with closed-ended questions was applied to one hundred and eighty inhabitants from different sectors of the district, to develop a diagnosis of communication between the municipality and the population of Cayma, which will guide the participant observation applied in this research. This research puts aside the partisan political ideal of the current administration, to focus objectively on the technical operational concept, which is governed by the District Urban Plan.
